Received mine yesterday and it has the same problem. The overall paint quality is pretty good except the head. All the red color is painted out of bound especially the "mouth" and the "chin". Also, thighs are little dirty but could have been wiped off easily.
However, compared to my #1001 and 1002, I still think the quality of the older ones are still better in terms of craftsmanship.
May be Bandai changed the manufacturing plant... probably done by a sweat shop nowadays.
